CUPS does not recognize passwords with german umlauts

Bug Description

CUPS in the default configuration fails to let me authenticate as root user when the root password contains german umlauts

To reproduce the bug:

-sudo passwd (set new root password)
-type a password with a german umlaut such as ö or ä
-start a browser and go to http://localhost:631/
-click administrate printers
-in the authentication dialog type user root and your password with the german umlaut

result: authentication fails even when the correct root password was given
