Bug Description
Just upgraded via update-manager.
During configuration of cups it stucked.
I've opened syslog which repeated endless:

Killed cups by pid:
sudo kill -9 <pid_of_cups>
Update manager proceeding and finished with popup dialog: One package couldn't be installed or removed.
Attach the procedure in text file.
Rebooted as requested.
After reboot to desktop apport dialogs advises to report system file error.
Will attempt to triaged and fix the issue via terminal.
