Cups: Translation template should be in the binary package, not in the langpack

Bug Description

Currently, we export the cups template along the other .mo files in the language packs. This is however, not what the software expects, thus not useful at all.

Cups expects the files to be in /usr/share/cups/locale/ll, in the file name format of cups_ll.po and in PO format[1]. The cups-common package ships the existing translations this way: http://packages.ubuntu.com/lucid/all/cups-common/filelist

So, what we should do is:
-stop distributing the .mo files
-add cups to the https://wiki.ubuntu.com/NonLanguagePackTranslationDeadline page, and export translations before Maverick is out.

[1]: seems that while cups uses the po format for translation, it does not use gettext for using the translations in the code, but reads directly the po files.

I believe it would be best to make upstream make use of gettext in a standard way (or at all), so the best course of action should probably be reporting the bug upstream and link it to this bug.

At the moment, as we are shipping the translations and they are being used, I'm going to mark this as Low priority. As per the proposed solution:

-stop distributing the .mo files
-- we should see if they can be blacklisted in langpack-o-matic
-add cups to the https://wiki.ubuntu.com/NonLanguagePackTranslationDeadline page, and export translations before Maverick is out.
