please convert the init script to an Upstart service

Bug Description
Binary package hint: cups
Since the massive conversion of several packages from a traditional init.d script to an Upstart service, CUPS has difficulties interacting with other network-aware packages that depend upon the LSB header information used by insserv. Amazingly, CUPS is one of very few standard Ubuntu packages that have not yet been converted to an Upstart service. Doing this would resolve these unpleasant LSB issues and restore operation for other packages that CUPS interacts with.

I, as many other people, suffer because of this problem also.

Converting CUPS to upstart would easily solve those kind of bugs.
