Cups fails to start

Bug Description

Binary package hint: cups

Description: Ubuntu karmic (development branch)
Release: 9.10

$ apt-cache policy cups
cups:
  Installed: 1.4.0-5
  Candidate: 1.4.0-5
  Version table:

        500 http://archive.ubuntu.com karmic/main Packages
        100 /var/lib/dpkg/status

I expected the printer (cups) to work fine like it did the day before. Instead I get an error in OOffice saying it can't print. Upon further investigation it turns out that system-config-printer can't connect to the (cups) server at localhost.
When attempting to restart cups with
$ sudo /etc/init.d/cups restart
 * Restarting Common Unix Printing System: cupsd
 cupsd: Child exited on signal 15! [fail]

Cups worked just fine yesterday. There was an update, but it did not seem related to this, just some lib symlinking and deps.

If you need further info I'd be happy to provide it.

It seems that my /etc/cups/cupsd.conf file became empty sometime in the past 24 hours. Added the contents of a standard cupsd.conf file and it now works.

Might this be caused by the newer version of cups in the recent update?
