state belongs in /var, not /etc

Bug Description

Binary package hint: cups

/etc/cups/printers.conf has 'StateTime 1199550889' or such for every printer. This is arguably not configuration information and does not belong in /etc, which should have data that changes when the admin says to change it.

Last configured time would be OK in there, but when the printer was started in cups belongs over in /var/run or so.

This problem is not specific to Ubuntu, it is a problem of the architecture of CUPS. Please report this bug directly to the CUPS developers:

"Not specific to ubuntu" does not make this "not a bug in ubuntu"

The fact that upstream can't tell state from config does not make it any less of a bug that affects our distro.
