Please execute the following command only once, as it will automatically gather debugging information, in a terminal:

Sorry, could not report the issue from the machine where I have first experienced the bug. Also marked samba as a possible source for the issue (from the fedora report). If the issue is the same, it seems fixed in Fedora.

Running cups in debug mode (cupsctl --debug-logging) in the logs I see a couple of interesting lines:
[Job 1008] PID 2888 (/usr/lib/
...
[Job 1008] Unable to connect to CIFS host: NT_STATUS_
...
[Job 1008] Backend returned status 2 (authentication required)

Actually not a bug, for sure not the one indicated for Fedora.
Just a very poor interaction of the Kyocera DEB package with the Disco->Eoan upgrade.

/var/log/cups/error log repeatedly contains things like:
Session setup failed: NT_STATUS_ LOGON_FAILURE
SMB connection failed!
and
Unable to connect to CIFS host: NT_STATUS_ IO_TIMEOUT. Will retry in 60 seconds...
Unable to connect to CIFS host after (tried 3 times)
