CUPS automatically installs EVERY printer on the network

Bug Description
On Ubuntu 16.04 (and 15.10) CUPS automagically installs EVERY printer on the network. This is idiotic and must stop. I NEVER want to automatically install every printer every time I connect to a network.
Please make this stop.
