cups printing not working

Bug Description

A couple of days ago CUPS stopped working.

Now if I try to print, no printers show in the list of available printers. If I open the Printers window (system-config-printer) all I get is a message that says "Printing service not available. Start the service on this computer or connect to another server."

The start service button is greyed out. If I click connect and try to connect to localhost I get an error "There was an error during the CUPS operation: 'failed to connect to server'."

I tried sudo service cups start but it didn't help. I'm not sure what happened recently that could have caused this - perhaps an update to one of the packages but it has been working since I upgraded to 14.10 so it's not directly due to the system upgrade.
