[gutsy] cups-pdf fails to upgrade if cupsys is stopped

Bug Description

Binary package hint: cups-pdf

With cupsys stopped today during upgrade i get this error:
Configuro cups-pdf (2.4.6-3ubuntu3) ...
 * Reloading Common Unix Printing System: cupsd invoke-rc.d: initscript cupsys, action "force-reload" failed.
lpstat: Unable to connect to server
lpstat: Unable to connect to server
lpadmin: impossibile connettersi al server: Connessione rifiutata
dpkg: errore processando cups-pdf (--configure):
 il sottoprocesso post-installation script ha restituito un codice di errore 1
Sono occorsi degli errori processando:
 cups-pdf
E: Sub-process /usr/bin/dpkg returned an error code (1)

Starting cupsys and retrying upgrade, all works good.
