Can you do another test? Try the following in

/lib/systemd/system/cups-browsed.service

[Unit]
Description=Make remote CUPS printers available locally
Requires=cups.service avahi-daemon.service
After=cups.service avahi-daemon.service
...

Does this work on reboot?
