cryptsetup password enrollment intermittently broken on ppc64el

Bug Description

On the ppc64el arch (only), cryptsetup does not always correctly enroll a password in a luks volume.

I'll attach a reproducer script.

This happens only on ppc64el, and also this happens only on Ubuntu. There is no failure on Debian or Fedora.

Ubuntu 23.04 (Lunar Lobster) has reached end of life, so this bug will not be fixed for that specific release.
