[gutsy] cryptsetup fails to rendezvous with udev

Bug Description

On gutsy "cryptsetup luksOpen" literally takes minutes to complete. Strace reveals that this is due to cryptsetup waiting for a temporary device. After a timeout (of several minutes!) a message pops up that cryptsetup failed to rendezvous with udev and the operation completes successfully afterwards.
