cron-apt package depends on cron package

Bug Description

If I am not mistaken cron-apt depends on cron package otherwise it will not run.

At the moment cron package is only recommendation from the cron-apt but this should be dependency to ensure that the jobs will by executed.

My guess is that cron-apt will actually run with multiple cron daemons, so making cron a dependency would break that.
