Bug Description
backport creduce 2.10 to bionic. creduce is a tool to reduce test cases for compiler bugs. Now with LLVM 8 in 18.04 LTS this can be backported. The risk is minimal, as only people are affected working on reducing test cases. The acceptance criteria should be that the package builds and the testcase during the build are passing.
