backport creduce 2.2.1 to trusty, and enable it on ppc64el

Bug Description
now that llvm-3.5 is part of trusty (uploaded together with the mesa stack), please let's enable creduce on ppc64el there too. The package builds unmodified. checked on amd64 and ppc64el.
the reason for the backport is the ability to install this tool on the porter boxes.
regression potential: probably none, and this is a tool only used by compiler engineers.

Accepted creduce into trusty-proposed. The package will build now and be available at https:/ /launchpad. net/ubuntu/ +source/ creduce/ 2.2.1-1~ 14.04 in a few hours, and then in the -proposed repository.
