Bug Description

During upgrade from UbuntuMATE 17.04 to 17.10b1 using update-manager -d, I got a dialog box which read "Could not install 'cracklib-runtime'

The upgrade will continue but the 'cracklib-runtime' package may not be in a working state. Please consider submitting a bug report about it.

dependency problems - leaving triggers unprocessed".

At reboot, a message came up that the upgrade failed.

Same for me with Ubuntu MATE 17.04 → 17.10 (final, not beta). The dialog appeared multiple times and at the end of the process I got a message saying that the upgrade failed. I tried to finalize it with sudo dpkg --configure -a and sudo apt-get install, tried to force a reinstall of this package (sudo apt-get install --reinstall cracklib-runtime) and it all went well after a reboot.
