cppunit-config is missing

Bug Description
Prior packagings of libcppunit-dev included cppunit-config which could be used to determine proper compilation and link flags. (In fact this is used by autoconf's AM_PATH_CPPUNIT to configure cppunit in auto make).
This appears to be missing in bionic.
