env crashed with SIGSEGV in setlocale() on startup from grub

Bug Description

Binary package hint: coreutils

Shows Ubuntu white logo and then crash and fade to black.
Caps lock key blinks, cannot switch to text terminal to find further data.
Maybe it's a coincidence, but this crash happends on reboot on my laptop after Ati propietary drivers installation using jockey-gtk.
Laptop is a Toshiba Satellite A300-203.
