start osk at login only works with at-spi on in gnome-at-properties

Bug Description

It is possible to tick the start on-screen keyboard at login box without the Enable assistive technologies button checked.

However, the osk will only be launched at login when the assistive technologies button is checked.

One fix would be to put the .desktop file for the osk in .config/autostart instead of adding it's name to the exec_ats list in gconf.

A simpler work-around would be to gray out the start osk at login box when the enable AT box is not checked. Neither gok nor onboard however need at-spi to run.

Targeted for 6.10. Please apply the second patch to just gray out the start osk box.

     - make the osk option active only when at-spi is active,
