Content hub should emit a signal when peers lists are updated

Bug Description
I’m testing a webbrowser-app branch that adds a functionality to share the current URL, and came across the following situation:
1) with no handler app installed, tried to share the current URL, and got a message from content hub that no handler is installed
2) installed a test app that can handle sharing links, without exiting the browser beforehand
3) tried to share the current URL again, and was presented with the same message, even though the app was installed
4) after closing the browser and opening it again, content hub successfully listed the test app to share the URL
So I think content hub should emit a signal when new peers are being installed/removed, so that currently open apps can update their sharing screens accordingly, without requesting the user to close the app and open it again.
