unknown charset unicode - ignoring charset request

Bug Description

On every boot, the console-setup job generates a warning about unknown charsets:

# cat /var/log/upstart/console-setup.log
unknown charset unicode - ignoring charset request
Loading /etc/console-setup/cached.kmap.gz

This doesn't appear to do any harm - I still get the right keymap on my consoles. But it seems something's not set up quite right here.

The charset warning may be caused by the dvorak setting. Note however that in my case, the keyboard is properly configured in dvorak on the console, and has for a long time.
