init: Failed to spawn console-setup main process: unable to execute: No such file or directory

Bug Description

I'm using Ubuntu 12.04 dev with keyboard-configuration 1.70ubuntu2 and get the message "init: Failed to spawn console-setup main process: unable to execute: No such file or directory" at booting. console-setup is not installed on my system because it is no dependency of any of my installed packages.

The disadvantage is that I can only have an english keyboard layout at the consoles. Maybe this is unwanted and console-setup should be a dependency of keyboard-configuration. If not I think the message that console-setup is missing should be only loged somewhere but not printed at booting.
