keyboard-configuration needs, but does not depend on, kbd

Bug Description

The heart of the keyboard-configuration package is the udev script /lib/udev/console-setup-tty and the upstart job /etc/init/console-setup.conf. These scripts depend on the setfont, loadkeys, and kbd_mode utilities for their work, all of which are shipped in the 'kbd' package, but keyboard-configuration does not depend on kbd. I'm pretty sure this is a bug, though in practice one that rarely impacts users because kbd and keyboard-configuration are both Priority: important and both installed by default. Also ubuntu-minimal depends on console-setup which depends on both of them.
