Keyboard doesn't get configured in console mode

Bug Description

I've installed Ubuntu 6.10, and selected the brazilian layout. It works good on X, but if you switch to the terminal (ctrl+F1) it appears to be the us layout. I think this happens in Dapper too.

No, it isn't the us layout, but some keys just don't work. (the / next to the right shift)

This should be fixed in Gutsy now; see bug 84156. As a workaround, run 'sudo setupcon' once from a console after each boot.
