I have caps lock set to be control through the keyboard settings applet.
When keyboard-
I can reproduce this by doing
dpkg -i /var/cache/
Each time caps-lock gets reset to being cap-slock.

When installing the package via dpkg at least, one is told that "Your console font configuration will be updated the next time your system boots. If you want to update it now, run 'setupcon' from a virtual console." Either rebooting or running setupcon will return Caps Lock back to its original function.
