Binary package hint: console-setup
I just installed an Ubuntu 10.04.1 from the alternative CD. I live in Hungary, I have a Hungarian keyboard, this is what I selected in the installer. /etc/default/

It *is* locale-dependent. It's not clear to me why this didn't work for you, as the code in Ubuntu 10.04.1 already said:

default_ codeset= Lat2
Did you definitely select Hungarian as your language as well as your keyboard? Otherwise I'm not sure what's wrong; this will require investigation.
