console-setup installation hangs

Bug Description
Binary package hint: console-setup
Doing a fresh install of Ubuntu 10.04 Server amd64 from an .iso download today from the primary site.
I am getting to the point where it says:
Setting up console-setup (1.34ubuntu15)
It just hangs there, I can't get into other console, when I hit enter, I never get a prompt.
If I don't hear anything I will try looking for a daily .iso or something, because it looks like this issue was fixed in bug #564360

I was able to work around, be rebooting CD into rescue mode
running dpkg --configure -a
then rebooting the CD back into install mode
continue install w/o formating / root partition
It was then able to continue installing past the console-setup package.
