Keyboard settings in /etc/default/console-setup are being ignored

Bug Description

Binary package hint: console-setup

I Jaunty I used to set my keyboard variant settings in /etc/default/console-setup as a workaround to it not being available in UIs since Hardy (as per Bug #359719 ). Now since the upgrade to Karmic, I not only have to use setxkbmap everytime I login, but also if I switch to the console and back to X.

Also, the console is not using the layout set in /etc/default/console-setup, so it appears this file is being ignored in my laptop.

I have the exact same problem in Karmic. This is especially irritating because I use a laptop.
