setupcon runs only when usplash is disabled

Bug Description

When usplash is disabled, setupocon does not run at setup. This leads for example that cyrillic is not displayed and cannot be inputed in console outside xorg.

It's supposed to run in the initramfs before usplash starts. Do you use a normal initramfs?
