Keyboard shortcuts randomly changes (seems to be qwerty/azerty related)

Bug Description
In Ubuntu 16.04, when you hold Super key for some seconds, it displays a panel giving the current shortcuts.
If I look for the "expose window" shortcut, sometimes it's Super+Z and sometimes it's Super+W. It doesn't seem to change from a shortcut use to the next one, but rather from one boot to the next one, but I'm not sure.
I use a AZERTY keyboard layout, and the Z and W are one of the letters that swap between AZERTY and QWERTY.
I don't know what triggers the choice of one or the other, maybe this is at Unity boot. I suspects that sometimes it initializes the shortcuts *before* the keyboard layout, and sometimes *after*, but that's just a user point of view.
One day I will expose windows with Super+Z and another day with Super+W, without to change anything in keyboard layout or shortcuts.
