In Xubuntu 16.04, the fixed Bangla (Bangladesh) National layout that is bengali Jatiya Keyboard layout" or just "Bangla" (Bangladesh) Jatiya layout is not available.
I can confirm that it is available in Ubuntu 14.04.4 original flavour and supposed be in 16.04 Ubuntu original flavour.
