Bug Description

$ systemctl list-units --failed
  UNIT LOAD ACTIVE SUB DESCRIPTION
● console-setup.service loaded failed failed Set console keymap

Should have condition tty0 or some such.

    avoid running the unit on platforms without virtual consoles,
