console-setup font ignored on boot

Bug Description
Since cyrillic characters are not supported by the default font I tried to run
# dpkg-reconfigure console-setup
to change the font. It worked but only until the reboot. After rebooting I have to manually run setupcon or add it to rc.local or somewhere to make the adequate font appear.
