keyboard layout not applied to secondary keyboard after reboot

Bug Description

This is a notebook HP EliteBook 8560w with a docking station and an secondary keyboard (Microsoft Natural® Ergonomic Keyboard 4000)

/etc/default/keyboard has:
  XKBMODEL="pc105"
  XKBLAYOUT="de"
  XKBVARIANT="nodeadkeys"
  XKBOPTIONS=""

Menu / Settings / Keyboard also confirms layout as German.

The layout of primary (notebook) keyboard is correct after reboot, however the secondary keyboard always comes up with an US layout. `sudo dpkg-reconfigure keyboard-configuration` and just confirming all settings (nothing changed), resets the layout of the secondary keyboard to German.
