abnt2 layout keyboard not found, unable to upgrade initramfs-tools

Bug Description

In a recently fresh installed Ubuntu 14.04 Server I did an aptitude full-upgrade and I get the following error:

This is blocking me from upgrading the package initramfs-tools to the latest version. Because I live in Brazil, the layout abnt2 is the correct one for this Ubuntu Server (no Xorg installed) and it was properly selected during install. But in the full-upgade this started to happen unexpectly. I never changed the keyboard settings or messed with it.
