Keyboard layout changes not persistant

Bug Description

In 14.04 I can set the correct keyboard layout (gb) via dpkg-reconfigure keyboard-configuration, and /etc/default/keyboard has the correct keyboard layout. However when I reboot the layout is set to us. This is possibly because the locale is en-nz and the us layout is the default for that locale. This worked in 13.10.
