Keyboard layout in booting live CD does not affect virtual consoles

Bug Description
When booting the quantal beta candidate and choosing a keyboard layout other than English using F3 at the beginning of boot (Finnish in my case) the choice does not affect the Ctrl+Alt+F1 console. The layout there is still English.
(Unsure about the correct package to file against.)
