Thanks for reporting this bug.
Where did plesk-service- node-utilities come from?
rmadison plesk-service- node-utilities returns nothing. This means this package is not an Ubuntu package.
Since the issue here is that this (non-supported) package owns /usr/bin/composer, i.e., it is a package which conflicts with composer, the solution should be to contact this package maintainer to fix the issue by either changing the binary name or making this a conflicting package with composer itself.
Therefore, I am marking this as incomplete. If you disagree with my assessment, please, move it back to new with an explanation of why you think so.
