Desktop wall non sliding windows does not work

Binary package hint: compizconfig-settings-manager

After upgrading to Jaunty, I noticed that the gnome-panel and desktop were stationary when switching between viewports. I found the setting in CCSM (Desktop Wall -> Viewport Switching -> Non Sliding Windows). This was set to "type=Dock | type=Desktop | state=Sticky". I removed the first two, leaving only "state=Sticky". However, even after removing it, the panels and desktop remained stationary.

Other settings on that tab changed immediately and without issue
