Compiz hot corners are ignored after restart

Bug Description

Setting hot corners for in either ubuntu tweak or compiz settings manager works, but after restarting the hot corners are ignored. They still show as enabled, but they don't work. The only workaround is to reset the corners to some other behaviour or nothing and then setting them back to the desired action.

a sort-of workaround for this is to turn "compiz --replace" in a terminal. For me, this re-activated the hot corner without going into the settings program.

@Chris Just about every login it reverts back to not working and you have to reapply it.
