[regression] Smart Window placement places new windows in the top-left corner

Bug Description
Whenever I launch applications, they start in the top-left corner.
The behavior I expected was that it remember the last position or open somewhere where my attention is likely to be (i.e. somewhere more in the center).
Once the first window is launched in the corner, subsequent windows are placed more 'smartly' (usually around that general area.
This behavior was more 'center/

To encounter the problem, I logged in and opened any app, and noticed it opens in top-left corner.
This also occurs when logging in as guest.
The behavior I expected was that it remember the last position or open somewhere where my attention is likely to be (i.e. somewhere more in the center).
Behavior encountered was that when I open something, anything, it opens the top-left corner.
This is a wishlist item, then.
For the record, you can change the window placement in the compiz settings manager's 'put window' plugin.

This is a regression.
This worked perfect in 11.10 and 12.04-beta.
