Status changed to 'Confirmed' because the bug affects multiple users.

Changed in compiz (Ubuntu):
status: New → Confirmed

It actually looks like this just happens with Google Chrome browser for me.

This happens to me with any application when maximizing. It also happens when using ctrl+super+up/down/left/right and when using ctrl+alt+num. It doesn't happen all the time though, sometimes the window is resized on the secondary monitor as expected, while other times its moved to the primary monitor. I haven't been able to detect any particular pattern for when the application is moved to the primary monitory and when it stays put.

Yeah actually same here. I thought it was just Chrome but it seems to be intermittent on all apps.

I installed Compiz and CompizConfig Settings Manager (CCSM) and disabled "Snapping Windows" in that (to enable Wobbly Windows), which seems to have fixed this issue for me.

I've pinpointed the problem to when the window being maximized spans both monitors it becomes maximized on the first monitor even though I dragged and snapped the window to the top of the second monitor in order to maximize it.
