Bug Description

Window decorations buttons (close, minimize, maximize) consistently lack the subtle lightning effect when the mouse is over them. Other times the buttons are shown as disabled which is misleading since the buttons work perfectly fine. Maybe one time in a hundred I get a window exposing the correct behavior. It looks like it is totally random.

Since mutter/gnome-shell does not show the same issue (with the same Ambiance theme), I presume this issue is compiz/unity specific.

I attached a screen recording session to better explain the issue.

Probably affects Compiz since it maintains the decorator. The buttons seem to work okay when maximized, because Unity handles them at that time.

I am not sure if it's duplicate. This one is for hover effect, and another one is for title bar updates.

Looks like title bar updates also affect the hover effect. I usually don't pay much attention to title updates in the title bar, so I ended up making the wrong query while looking for existing bugs, hence the duplicate.
