System hanging up for a moment when mouse cursor is being moved in the lower right corner

Bug Description

Ok, this bug seems a bit strange.

Whenever I'm running compiz (even with the unityshell plugin disabled), whenever I move my mouse in the area of the lower right corner of my screen, my system is hanging up for a short moment. When the mouse is still there, it hangs up again after a while. It's like a 1-2 second hang-up of the graphical interface - the mouse cannot be moved then. I notice that CPU usage is jumping up when that happens. Not entirely sure what process takes up CPU time though.

This is happening on various versions of compiz (even lp:compiz-core trunk). I am running fglrx on my laptop, connected to an external monitor. Dual-screen is disabled, I am only using the external LCD screen. This bug doesn't happen on the laptop screen (much smaller resolution).

Didn't yet check if bug happens on the open radeon driver.

How to reproduce:
Move cursor to the lower right corner of the monitor. Start moving the cursor in that area (speed doesn't really matter)

Expected outcome:
Cursor moving normally.

Actual outcome:
Cursor hangs up (along with the system) for 1-2 seconds, then moves again and hangs up again - until the cursor is in the area of the screen.
