I'm somewhat confused. You instructed the driver with UseEDID false to not use EDID and the the driver still selects the 1280x1024 @ 60 Hz? Have you tried to use a modeline? Perhaps a range of (correct) vertical freq. instead of a set number?
Please check also the ModeValidation option. I see some interesting options there (for instance AllowNon60HzDFPModes).
