Scale: keyboard binding for "Initiate Window Picker For window Group" is non-functional

Bug Description

As described, setting a keyboard binding for this action has no effect. The action is currently provided by a left click on unity launcher icon which is currently set to be removed. So in it's absense a user set binding should be allowed & functional
removal of this option - Bug 689733

Now that pulling from all workspaces has a commited fix there is no 'functional' reason to not allow this binding to be set
return of from all - Bug 933776

A working binding can be set thru dbus & a command but users shouldn't have to do this..

This remains an issue in Lubuntu 13.04 Beta 2, so must be independent of anything Unity is doing.

For reference, in my case, activating D-Bus and Command plugins destabilises my desktop to the point that Compiz crashes, so there is no effective workaround.

Actually this bug could just as well be duped the older scale/window group bug started in 11.04, feel free to do so if appropriate

As far as the dbus/command 'workaround', have had no real issue here with it in a slightly different form than posted in other bug. At times since 11.04 enabling those plugins would cause compiz to crash, not really an issue as of late.

Really the only problem is in 13.04 where set commands in the command plugin will disappear with some regularity & need to be reset.
Never filed a bug on that because there's no definite cause & the command plugin is 'unsupported'
