Assigning shortcut to "Move window to workspace X" doesn't ever take effect

Bug Description

In System Settings, under Keyboard ->Shortcuts->Navigation there is a list of shortcuts
labeled "Move window to workspace [1-12]" that are disabled by default. If I define a
shortcut for one of these, no matter how simple or complex it is, it doesn't work.
