Window Rules from compiz breaks unity's panel and doesn't do its job

I expect to use the rule "below" to keep my window below all the other windows (I tried other rules that did not work either). To achieve that, I click on the green "Plus button", add the title of my window (yes, I am sure of the title) and click on "Add".
Then I click the check box to enable Window Rules.

But the window never stays below.
Worse, as soon as it is enabled, unity reloads (as if I did unity --replace) and I lose the display of the top panel. The behaviour of it is still there though (I can click on the iconswhich displays the menus below even though I don't see them => I can shut down, restart or go to System settings by clicking on the top right corner, where the icon is supposed to be).

Please upgrade to the latest version and re-test. If the bug is still reproducible, increase the verbosity of the steps to recreate it so we can try again.
