After a recent update (and reboot) inactive window titlebar opacity got too low -- titlebars are barely visible.

It also seems unsetting the key in gconf-editor also fixes the problem, temporarily. The integer key gets replaced by a float (of 0.75) and the opacity returns. That is, until gtk-window- decorator is restarted, at which point it reverts to an int with a value of 1 and the window title bars disappear.
